A public-private partnership was formed between Bayti Real Estate Investment Company (Bayti) and the Palestinian Authority (PA) in May 2008. The partnership is a guarantee of government support for Rawabi which was to facilitate the city’s economic growth by instilling confidence in investors, business owners, and entrepreneurs.
The partnership stated that the public sector would facilitate the provision of off-site infrastructure and public services for Rawabi through donors, in addition to speeding up the approval of necessary permits. The agreement committed Bayti to the construction of more than 5000 housing units within the city to stimulate direct foreign investment and support job creation.
Unfortunately, the public sector was unable to meet its financial commitment to the city. The entire financing and permitting burden of the project has rested on Bayti, the city's developer.
